The Notes :

  1. There is NO database link between Transportation Safety Board (TSB) and the TC Continuing Airworthiness Division. Nor are there any “automated” emailings from the CAWIS/TSB module to any personnel outside of TC. All data traffic conducted between TSB & TC inspectors is conducted manually, via encrypted email.

  2. the TSB module is NOT accessible via the External CAWIS link. It is available to CAW inspectors via the internal link only.

The TSB projects module is intended to provide a tracking system for all TSB Report File /Coroners Reports issued to the CAW Corrective Action, Accident Incident Investigation group (AARDGA) by the Director, and System Safety (AARQ). 

All Corrective Action Engineers, Technical Inspectors in Continuing Airworthiness have differing roles and responsibilities with the TSB system.

As part of TSB’s mandate to promote and advance safety in the air, the organization conducts the following activities in order to make findings regarding their causes and contributing factors;

  1. Conduct independent investigations into selected air transportation occurrences

  2. Identify safety deficiencies

  3. Make recommendations designed to eliminate or reduce safety deficiencies

 

Prior to releasing TSB’s findings to the general public, TSB distributes its draft occurrence reports and other TSB Documents to the National Aircraft Certification (NAC) in order to gain Subject Matter Expert (SME) feedback on its contents and to identify the need for Transport Canada airworthiness action.

The NAC Branch of TCCA is responsible for the certification and continuing airworthiness of aeronautical products designed, manufactured, operated and or maintained in Canada.

The process of circulating and reviewing the draft occurrence reports is delegated by the NAC Branch Director to the Chief, Continuing Airworthiness Division (CAW), who further delegates it to the Program Manager of the Aircraft Accident and Incident Investigation Section of CAW (AARDGA), who will in turn appoint a Technical Inspector (TI) from the AARDGA Section or from the Aircraft In-service Investigation Section (AARDGB) to perform the review.

The Continuing Airworthiness Web Information System (CAWIS) supports the Civil Aviation personnel with an automated tool to access and maintain airworthiness information for all Canadian registered aircraft.

 

The TSB module of CAWIS provides a tracking system and the co-ordination of branch reviews for all TSB Report File /Coroners Reports. Comments provided by Aircraft Certification (AARD) staff specialists respective of these reports are to be retained and stored for reference.  A consolidated response submitted by the Director Aircraft Certification (AARD) back to Director System Safety (AARQ) addressing the report is also retained within the each individual record.
