Canadian Register of Vessels (Large Vessel)

This register applies to vessels of all types and sizes including pleasure and commercial. This type of registration is required for:

  • vessels more than 15 gross tonnes used for commercial purposes, including government-owned vessels (if unsure of tonnage, check this explanation of tonnage measurements)
  • vessels that require marine mortgages
  • if you are planning to travel outside of Canada for extended periods of time

You may also choose to register your pleasure craft in the Canadian Register of Vessels if you wish to have an approved name and port of registry for your vessel or show proof of ownership.

Small Vessel Register

This registry only applies to commercial (non-pleasure) vessels that are 15 gross tons or less.

This type of registration is required for:

  • vessels less than or equal to 15 gross tonnes used for commercial purposes with propulsion motors of 10 horsepower (7.5kW) or more (if unsure of tonnage, check this explanation of tonnage measurements)
  • commercial river rafts
  • government-owned vessels with propulsion motors of 10 horsepower (7.5kW) or more

This type of registration is not required if:

  • your vessel does not or will not have a mortgage
  • you do not wish to register an “official” name
  • you don’t intend to travel outside of Canada

Overview (in progress, copied from Gate 1 Deck)

  • The program is unable to meet its services standards given the burden created by the current paper-based process therefore; at high risk of remission with the introduction of the new remission policy.
  • There is an opportunity for the Vessel Registry business line to undertake an end-to-end service design that is user-centered and driven by operational needs. This work is currently supported by an MOU signed with the CSPS.
  • MSS business lines require information collected during the Vessel registration process to manage and deliver their programs to Canadians and the Canadian industry. The management of the vessel registration program, its data, and related information are fundamental to other business processes and programs within MSS (e.g. Marine Insurance Unit, Regional Inspection programs), and within other TC groups (e.g. Navigation Protection Program and Wrecked, Abandoned, and Hazardous Vessels Act-WAHVA). However, the current registry systems are not connected to other program applications and do not provide direct access to vessel tombstone data (lack of interoperability and data-sharing capacity for end-users).
  • Vessel registration data also supports the information requirements of other government departments (i.e. DFO, CBSA, and CRA) to allow them to fulfill their mandates. However, the current registry systems do not have reporting capabilities.

Project delivery

To facilitate the process of design and development for the Vessel Registry project, we are following the UK Government methodology for Agile service delivery laid out in their Service Manual. The service manual recommends breaking down a service design project into phases:

Product Vision

Business Capabilities/Services provided

Identified Business Capability Services

These may or may not be identified as core services – further analysisrequired.
  • Ports?
  • Vessel Management
  • Owner
  • Search
  • Mortgage
  • Fleet
  • Charterer
  • Point in Time (see MEMS, MSIS II)
    • we need to understand what this means for Point in time; we should be able to do this as a feature

System/Business Capability

These are the Core systems that maintain Vessel information and should be used as the system of record for feature sets/services.

...

All systems do not implement delete?
  • Ballast Water - full CRUD; own database
    • pulls from THETIS and APCIS
    • does an update on own data if required
  • Port State is same as Ballast Water
    • Port State system of record for all foreign vessels
  • SIRS - System of Record for Domestic
  • SCVRS (Small Vessel) - System of Record
  • SRCS (Ship Registry - Large Vessel) - System of Record
    • May duplicate Port State data

Systems that use core vessel data or replicated version of vessel data

It is believed that each system implements a search capability, but only a few do a search across the core systems. The majority are only searching within their own data repository, lots a places for error and duplication here.
  • ACES - query/creat/update; has own database; MPDIS integrated with ACES
  • CPSCS-DET - query of port state
  • CPSCS-VTP - CRUD of Port State connects to Port State
  • CPSCSWQS - read Port State
  • CPSCS-INNAV - push an IMO to port database and creates a vessel traffic record (interim which eventually gets validated and links to existing - see Vessel Tracking Record
  • EPAIRS - creates records that have IMO number; no links to Port State (data integrity)
  • MEMS - read-only from Port State, SIRS, ACES, MTRB, SCVRS for vessel tombstone data and then keeps a read-only copy
  • MIUS - stores its own vessels and owners
  • MPDIS - maintains its own database
  • MSDQT - read from all core systems
  • MSIS II - read-only query for Point in Time; keeps data in own database
  • NTARS-MSDTS - query of all four core systems and the duplicates the data
  • PID - CRUD; maintains its own database

Historical Research of a vessel provides information from the Ship Registration Computer System Database from 1984 to present, or from microfilm if the vessel was registered prior to 1984. NOTE: In order to search information on a registered or closed vessel, we require the Official Number and/or the Vessel Name. It is impossible to do a search without this information. Please be advised this is for registered vessels only, NOT vessels licensed under the Pleasure Craft Licensing system.

...

“Bare-boat Charter" means a vessel charter agreement under which the charterer has complete possession and control of the vessel, including the right to appoint its master and crew. This application must be completed and signed by the Bare-Boat Charterer who is also known as the Authorized Representative and must be qualified to bare-boat charter a vessel registered in Canada. Qualifications to own a vessel registered in Canada are set out in Section 2 of the Canada Shipping Act, 2001 under "Qualified person". The process for bare-boat charter registration must be similar in both countries – conditional/provisional registration is not permitted.

...

First Registry or Re-Registry: Where the current owner(s) of a vessel are unable to provide the required or acceptable title documents (e.g. Builder's Certificate and/or Bill of Sale) for the registration or re-registration of a vessel in the Canadian Register of Vessels.

Transfer of Ownership: Where the new owner(s) of a vessel are unable to provide the required documents of title (e.g. Bill of Sale) for the transfer of ownership of a vessel registered in the Canadian Register of Vessels from the registered owner(s) and interim owner(s).

Pleasure Craft Licence (no fees)

...

New Licence

...

A pleasure craft licence provides a unique identification number - commonly referred to as the "licence number" - that must be displayed on recreational vessels. A licence or registration is mandatory for all pleasure craft equipped with motors of 10 horsepower (7.5 kilowatts) or more, including personal watercraft, which are principally maintained or operated in Canada. A licence does not provide proof of ownership. Separate ownership documents should be carried on the vessel at all times.

Printing/Reporting

This section describes the printing and reporting capabilities of Small/Large Vessel Registry.

Transcripts of Vessel

The information in a non-certified transcript is for general information only. In the event that the information is required for legal or official purposes, a certified transcript should be obtained. A certified transcript is certified/verified by a Registrar that the information is true.

NOTES:

  • Online transcript orders are not available for vessels in the Small Vessel Register
  • Assignments are not permitted in the Small Vessel Register but mortgages are permitted
  • A non-certified transcript does not reflect pending transactions that the Vessel Registration Office may have received but has not yet processed.

Certificate/replacement

A Replacement Certificate form will replace a lost or mutilated Certificate of Registry. This is for vessels that have been previously registered in the Canadian Register of Vessels or the Small Vessel Register (commercial only)

Delete Certificate?

*Not sure about this one*

...

General Notes

  • Regardless of what solution we come up with, we need to consider document storage for completed forms and all other required supporting documents e.g. photographs, ship plans, etc.
    • Azure Storage, RDIMS, GCDocs??
