System Overview
Flight 2005 represents a framework designed to respond to the key challenges facing aviation in Canada, including most notably, growth in traffic, environmental concerns and new technologies. This forward looking framework is based on: a data driven approach to developing strategies to enhance safety; a risk based approach to resource allocation for regulatory activities; and, continued consultation with the aviation community to promote a pervasive safety culture.
Flight 2005 has established safety targets that will take the Canadian aviation industry to a new level of safety and ensure the public’s continued confidence in Civil Aviation in Canada. Many individual initiatives are underway. Two of the more significant areas to be addressed are the implementation of the safety management concept into aviation companies and the mitigation of behavioral and organizational situations that contribute to human errors in the aviation industry. With the co-operation and acceptance of industry stakeholders, Transport Canada has commenced a proactive approach to address these and other safety issues through a combination of safety promotion, awareness training, and regulatory activity. A cornerstone for this activity was a “Safety Through Partnership” conference in which key decision-makers in aviation came together to identify and commit to methods to advance the goals of Flight 2005.
