For any External WSDRS organization, a User having Sequence number 1 is required to exist, and that user at needs to be:
- set to "Active"
- set to "Manager"
- allocated as a generic userid (if possible, example: AIRCAN1 ) so that new personnel can be swapped in and out of this userid, when people retire, and the new manager needs to resume the business of the previous person.
WSDRS Submitter ( or Organization) types cannot be intermixed. for email notifications and onscreen inboxes to work properly.

Examples:
- A single external user cannot have multiple SDR role codes (WO & WM, for example) on the same userid
- All users under a single external organization must have 1 single common role code (WO,WM,WF)
- All users under a single external organization must have 1 common submitter/organization type
- All users under a single external organization must have 1 common license number (aka: approval number, certificate number)
A WSDRS organization needs to be setup to have either:
1. A single AME , role code WO (roles WO & WA function exactly the same)
2. An AMO/AOC/other – having at least 1 active/manager at sequence #1, and multiple users if desired, with role code WO
3. A (CAA) Civil Aviation Authority (example, The FAA) OR TC account (data entry OR PMI) having multiple users if desired with role code WO for external - or - WD or WP for internal users
4. A Manufacturer/Type-Certificate Holder (mfg/tch) – with at least 1 account set as Active/manager at sequence #1 and multiple users (if desired), all assigned to the same models on TR87, All having the Role code “WM”
