Beginning in 1969, a requirement existed for owners of type-approved and amateur-built aircraft registered in Canada to renew their Certificate of Airworthiness (C of A) or flight permit by submitting a Condition and Conformity Inspection (CCI) Report . This report certified that the aircraft inspection and flight test had been carried out. The submission of a completed CCI Report indicated compliance with this procedure. The C of A or flight permit would expire on the next anniversary date unless the CCI was completed.

In response to requests from the Aviation community, Transport Canada cancelled the CCI procedure and re-wrote the maintenance requirements for Canadian aircraft. On April 1, 1989 the CCI Report was replaced by the Annual Airworthiness Information Report (AAIR).

The AAIR was to be submitted annually to the local Transport Canada Regional Office within 14 days of the AAIR due date.  (Now replaced by Web submission - or - all mailings go to NCR)

This involved a mainframe database (CAIS) which generated AAIR forms for mailing on a weekly basis (using the anniversary of each aircraft’s certificate of airworthiness date)

The AAIR forms were to be filled out be each operator for each individual aircraft and returned by mail to their regional TC office where data entry was performed.

The data (primarily annual flight hours, weights, inspection dates and model configurations ) is used to

  1. ensure accurate and thorough distribution of airworthiness information (ADs, CASAs etc.. ) to the aircraft owners,

  2. monitor the size, airworthiness status and activity of the Canadian aircraft fleet,

  3. calculate accident and incident statistics, and

  4. planning and performance measurement of the National Air Transportation System.

  5. Publication of an Annual flight hours report by Statistics Canada. This task was later transferred to the TC Aviation Statistics Centre for the preparation of the Civil Aircraft Activity In Canada publication (TP-2468) and to develop aircraft accident and incident statistics for use by the Transportation Safety Board of Canada (TSB).

In 2005, the introduction of a web application , Continuing Airworthiness Web Information System (CAWIS) allowed aircraft owners the option of electronically submitting their AAIR online.

Unless a consolidated fleet report is used ( FLEET Reporting ) or unless an aircraft is out of service, an Annual Airworthiness Information Report shall be submitted via the web or on form #24-0059.

A completed report includes either additions of new information or corrections to any current information which would appear on the web form or the pre-printed hardcopy form.

The report is to be submitted to Transport Canada not later than the due date. There are currently only 2 due dates permitted on file - 30-March -or- 30-May.

Reportable Information

  • (a) Registration marks; (effective 2020/01/01)

  • (b) Aircraft total hours flown since new, and aircraft hours flown in the last calendar year; (optional - Training hours, other operational hours ) Total hours flown since new shall be current up to the reporting date; hours flown in the last calendar year refers to the period January 1 to December 31 of the year prior to the due date of the report (identified as "Reporting Period" on form 24-0059).

  • (c) Except for an aircraft being operated pursuant to Part IV or Part VII of the Canadian Aviation Regulations: (effective 2020/01/01)

    • (i) the most recent aircraft annual inspection or equivalent inspection date;

    • (ii) the name and license number of the Aircraft Maintenance Engineer (AME) or the name and approval number of the Approved Maintenance Organization (AMO), who certified the inspection; and

    • (iii) for aircraft with a special certificate of airworthiness in the owner-maintenance or amateur-built classification, the name of the person who conducted the inspection;

  • (d) Whether the aircraft was significantly damaged since the last report and, if applicable, the date of repair certification;

  • (e) Applicable Type Certificate number (TATC codes ) ; (generated by mfg/model on Y62)

  • (i) Type of registration (i.e. private, commercial or state); (effective 2020/01/01)

  • (j) Aircraft make, model and serial number; (effective 2020/01/01)

  • (k) Aircraft empty weight (last weighed or amended), latest maximum certified take-off weight and landing gear configuration for each of these; (effective 2020/01/01)

  • (l) Engine(s), make, model and serial number(s), if applicable; (effective 2020/01/01)

  • (m) Propeller(s), make, model and serial number(s), if applicable; (effective 2020/01/01)

  • (n) Skis, make and model, if applicable; (effective 2020/01/01)

  • (o) Floats, make and model, if applicable; and, (effective 2020/01/01)

  • (p) Certification, by the date and signature of the registered owner or authorized agent, that the reported information is correct. (access code on web login and AAIR submission also constitutes a signature ) (effective 2020/01/01)
