System Overview
Sub-system of DAPLS that transmits booklet and label information each weekday morning at 6:00AM to the MPDIS system. It simultaneously receives booklet numbers and other status information from the MPDIS system which it uses to update the DAPLS database.

Good To Know
If a software update is applied to the Marine MPDIS application, it can cause a severe impact to the daily DAPLS morning job (Mondays to Fridays) at 6:00 am, which would lead to an unsuccessful execution of the morning job and therefore an impact to Civil Aviation pilot licencing.
Business Impact
The business impact of not having this resolved in the shortest possible timeframe is not having labels and booklets transmitted and printed is severe; it means that pilots won’t receive their documents within the posted Service Standards and for which they have paid for, which means they either cannot fly (if not receiving their medical certificate, or licence), or if they continue to fly, they are doing so in contravention to the CARs (Canadian Aviation Regulations, Part IV).
Workarounds
There is no workaround for the printing of the labels and booklets, as MPDIS is the sole printing system for the aviation documents. That said, there is the function in DAPLS for users to issue temporary medical certificates and licenses in pdf format which can be emailed to the pilots. This is not ideal nor viable as a solution any longer than 1 or 2 days, as this would result in significant workload increases for users as well as cost to Transport Canada (as we could not justify charging for the temporary documents (the fee is $35 per document), since the onus for this problem is on TC and not the pilot so TC would absorb the cost), and lastly, as the documents are temporary with a limited validity period, this option is not a medium- nor longer-term solution.
Criticality
It is absolute critical that the Civil Aviation DAPLS team and the Marine MPDIS team work together to ensure that if there is an update to either application affecting the DAPLS-MPDIS link, that the appropriate testing is thoroughly done at the Development and the Acceptance levels, before moving to Production. In addition, the Managers and the Team Leads responsible for Civil Aviation and Marine should be notified in advance before any updates are applied, to lessen or remove any impacts.
