This came up when our ninja team was migrating an app from TFS to DevOps.

Our MSDN subscriptions are accessed via our tc.gc.ca accounts, but DevOps is accessed via our 034gc.onmicrosoft.com accounts. They need to be linked in order for our DevOps account to have access to our MSDN subscription benefits.

If not, the collaborator will only have Basic access instead of VS Subscriber access, which would cause licenses to run out.
