Foreign credentials
The Qualification Standards requires that foreign education credentials be assessed to determine if they are comparable to Canadian standards. “If candidates were educated outside of Canada, they must have their certificates and/or diplomas assessed against Canadian educational standards”.
Candidates with foreign credentials should be referred to the Canadian Information Centre for International Credentials (CICIC). This organization assists persons who wish to obtain a Canadian equivalency of their educational, professional and occupational credentials by referring them to the appropriate organizations. At the moment, only six organisations are authorized to assess foreign academic credentials. Ensure that the equivalency assessment that candidates provide are from one of the following organisation:
Comparative Education Service (University of Toronto)
International Credential Assessment Service of Canada
International Credential Evaluation Service
International Qualifications Assessment Service
Ministère de l'Immigration, de la Francisation et Intégration du Québec
World Education Services Canada
Important: the equivalency assessment establishes whether the credentials are comparable to Canadian educational standards. It is not a confirmation that the candidate has indeed earned the credentials. These organizations do not perform any verification of the authenticity of the diploma as their role is limited to making the evaluation in terms of equivalency.
For this reason, the credentials must still be validated by obtaining at least a copy of the foreign diploma. The proof must be placed on the staffing file along with the equivalency assessment. |
The candidate can be requested to provide a translation of their diploma at the sub-delegated manager’s request, including for Canadian diplomas written in foreign languages
