In some instances the application has the delegate set as TC but there is a delegate listed. (I believe this occurs when the project is initiated in NDWL.)
To Resolve:
Open the MOD_PROJ row via system tables to get the MOD_ID_NUM, (and possibly MOD_RVS_DT if it is a series of projects.
Search MOD_APRV_RVS Table for the MOD_ID_NUM (and verify MOD_RVS DT if more that 1 exists)
Open the Record and Set the DLGN_TYP to DAR, DAO, or AEO as required.
Save the row in System tables and close the window.
Go to the project detail for the project, and select the correct Delegate (and Delegate address).
Notify the client that the change has been made.
