System Overview
The National Aeronautical Product Approval System (NAPA) is an application used by Transport Canada Civil Aviation in the processing of aeronautical product approvals by recording and tracking the approval of aeronautical products including aircraft, engines, propellers, floats and other miscellaneous products.
NAPA includes NAPA/Delegate Web Link (NDWL) and NAPA Issued Certificates Online NICO.
It is the system Transport Canada uses to issue product approval certificates and to track the projects that result in the issuance of those certificates.
NAPA allows TCCA staff in both HQ and the regions to track certification projects and to issue certificates per the delegation accorded them.
NDWL allows delegates to initiate certification projects and issue certificates on behalf of Transport Canada per the delegation accorded them.
NICO allows both internal and external parties to use the TC website to view Type Certificate Data Sheets that have been issued in NAPA.
Certificates issued in NAPA are Type Certificates, Supplemental Type Certificates, Canadian-Technical Standard Orders, Part Design Approvals and Repair Design Approvals.
The business requirements that guide issuance of certificates is tied to regulatory requirements and to internal and external delegation of authority. Changes to either, and hence to our business requirements, may require that changes be made to NAPA. In addition, users often request changes to the functionality of the system to better support existing business requirements.

The branches in NAPA-WORD-CONVERSION-CSHARP have also been migrated in a separate repository of their own in DevOps.
