  • Paper-based process

  • Slow/unreliable registry application - prone to crashes, inefficient workflow;

  • Difficulty tracking down applications;

  • Stress trying to keep up with service standards in busy season;

  • Scanning completed applications into RDIMS (LVR);

  • No way/resources to reach out to/verify owners of suspended vessels

Admin

  • Multiple places to record/keep track of incoming applications;

  • Juggling email management - folders are constantly full;

  • Scanning completed applications into RDIMS (SVR)

Management

  • No built-in support for Ad-hoc reports or analytics (for example, transaction numbers, performance stats, revenue stats)

Other Internal

Internal Data Users (Policy, Inspectors, Enforcement, Cost Recovery)

  • Current system does not report on service standards and cannot accommodate Cost Recovery;

  • Poor reliability/quality of data - out of date, potentially incorrect data. No way to flag/recognize questionable information provided by clients.;

  • Automatic issuing of renewal certificates (LVR) increases the likelihood of outdated owner information

  • No method to "Flag" vessels or owners of concern (For WAHVA-related action, inspection, pollution concerns, enforcement, etc.);

  • No communication between related databases/computer systems (SIRS, PCL, CPSCS, MIU, etc.) and their respective groups, particularly related to owner identification;

IT Support (DSD-Marine)

  • Current systems are outdated and difficult to update/maintain;

  • No interoperability between the various systems within MSS or without;

  • Data is independently duplicated across multiple systems (e.g. vessel data entered into SRCS, then entered again separately into SIRS when an inspection occurs);

  • Architecture is duplicated and in silos.;

  • Systems are not designed to meet Digital Transformation goals

Client Support (Service Canada)

  • Access to data re: applications received, status, etc.

  • Limitations on data availability (mortgages?)

 

External

Vessel Registry Clients

General

  • Expectations/requirements of owner (e.g. reporting changes, sale of vessel, etc.) may not be sufficiently clear.

  • Processing times during busy season are too long.

Small Commercial/Pleasure Craft

  • Difficulty understanding the forms and process

  • Difficulty navigating the websites for information (new website in development**)

  • No visibility of application status

Corporations

  • No way to bulk manage vessels;
