ASD Technical Services

The ASD technical services branch is the organization providing maintenance on fixed wing and rotary wing aircraft. The ASD HQ technical branch offers a complete aircraft maintenance service and will be the organization interfacing daily with the AIMMS solution.

The Director Technical Services is accountable for all aspects of the maintenance, logistic support, repair and overhaul and associated maintenance contracts for the ASD fleet of fixed wing and rotary wing aircraft.

The Director is assisted by the Associate Director Technical Services, who is delegated certain responsibilities. The scope of duties include the functional management and oversight of the logistical support sections within the Technical Services branch.

The areas of functional responsibility delegated to the Associate Director Technical Services include:
a. quality assurance division;
b. maintenance analysis and planning section (MAPS);
c. procurement, contracting and technical asset management; and
d. supply and warehouse.

While the Director Technical Services keeps the following functional responsibility:
a. maintenance for rotary and fixed wing aircraft;
b. aircraft maintenance avionics;
c. engineering maintenance; and
d. maintenance training.

As an approved maintenance organization (AMO), the technical services branch provides maintenance on Transport Canada, DND and CCG fixed wing and rotary wing aircraft. The ASD HQ technical branch offers a complete aircraft maintenance service specializing in aircraft maintenance analysis and planning, maintenance and modification, component repair and overhaul, quality assurance, logistic support and fleet management. In addition, approximately 80 aircraft maintenance engineers (AMEs) and support staff provide aircraft maintenance at the ASD and CCG regional bases across the country. The following services are provided:

Maintenance Analysis and Planning (MAP)
A technical library located at HQ holds and maintains over 5,400 electronic and hardcopy publications. Publications are distributed electronically and/or by couriers to over 50 libraries. The technical library also holds over 6,000 engineering and technical drawings.

A Maintenance Reliability Program is also maintained for aircraft maintenance performance reliability, discrepancy tracking and trend analysis.
MAPS is also responsible for the development and control of 10 different aircraft maintenance programs to address the needs of different aircraft fleets under maintenance, to monitor task compliances for 20 fixed wing and 27 rotary wing aircraft and to prepare/release airworthiness planning actions, airworthiness directives and service bulletins.
Technical records are maintained for aircraft engine, propeller and component, airworthiness directives/service bulletin compliance records, engineering orders, drawings and installation instructions.

Finally, this service provides a Modification/Overhaul Program through the planning, scheduling and coordination of aircraft modifications and overhauls and the coordination of workloads between workshops, regional bases and clients.

Avionics Maintenance
This service includes line maintenance (routine and non-routine maintenance and installations/ modifications on aircraft) and shop maintenance capabilities including the test, repair and modification of autopilot and flight director systems, radio systems, electrical components, instruments, battery maintenance, starter generators, motor overhauls, test equipment lab for calibration services, et cetera.

Fixed Wing Services
This service includes:
a. line maintenance (ramp, fueling, aircraft detailing, routine inspections and flight engineering services);
b. heavy maintenance (power plant, hot section inspections, major repairs, modifications/ installations and interior refurbishment); and
c. other services such as fleet management, aircraft pre-purchase inspection, storage area, refurbishing exterior and repairs.
1.1.2.4 Rotary Wing Services
Field maintenance and support are provided to the Transport Canada and Canadian Coast Guard helicopter fleets nationally. Maintenance activities are performed at each regional base with the exception of heavy maintenance where this activity is performed at ASD HQ. A helicopter component overhaul shop outfitted with all amenities and the latest equipment is staffed with qualified AMEs at ASD HQ.

Aircraft Structures Services
Major and minor repairs and modifications are provided to sheet metal, tubular structures and detailed parts fabrication at ASD HQ by the aircraft structures shop.

Non-Destructive Testing Services
Non-destructive testing service is provided at the ASD HQ and regional bases by a qualified NDT technician for the inspections of eddy current, liquid penetrant, magnetic particle and ultrasonic.

Purchasing and Supply
A national procurement service and logistic support of aircraft parts, repair and overhaul services, assets and disposal is provided as well as supplying aircraft on ground (AOG) service, extensive aircraft parts inventory, package receiving inspections, shelf life control, shipping of dangerous goods, warehousing (bonded stores and quarantine areas), etc.

Quality Assurance (QA)
The QA division is responsible for the:
a. development and approval of maintenance control and maintenance policy (MCM) manuals;
b. follow up with direct inspections and internal audits;
c. administrative control of directorate certifying authorities;
d. pre-qualification of specialized work capabilities;
e. special flight permit delegation;
f. review, development and amendment of maintenance schedule approvals;
g. aircraft weight and balance and equipment list control;
h. maintenance related incident investigation and resolution; and
i. random quality control verification of maintenance tasks and inspections.
