Creating an Organization and External User
GCKey Accounts Testing
If you offered to enter LEIS credentials:
Close and open browser
Erase and re-enter GCKey username and password
If could not login - we will need to contact Web Tech Team - please dont enter LEIS credentials until investigation is done

Steps to create an organization and add users to the organization.
Instructions
Navigate to the LEIS Authentication website with the internal Program Officer (to be able to add an organization and external user) user role: https://eigdev.tc.gc.ca/leisa-asiel/
Select Organizations from the left menu and click on Add Organization.
2. Enter an English and French name and short name.
3. Select the newly created company.
4. Select the Edit link to add a Head office address.
5. Select a country and click Next.
6. Enter a postal code and click select.
7. Select an address range from the dropdown, the selection event will load the Selected Address section.
8. Enter the address details and click Save.
9. Repeat the address entry steps for Mailing and Records Location.
There is currently a bug in the external user creation process, the email containing the verification code causes a crash. Run the application locally in visual studio to bypass the error.
Create the following folders on your computer if it’s not already created: C:\LOGFILES\SMTPNET\undelivered
10. Select Users from the left menu and click on Add External User.
11. Enter the requested information and click Next. The Personal Secret Key is like a password, it will be communicated with the external user and used when the user logs into the application.
12. A confirmation code is normally sent to the email address provided in the previous step. But there is currently a bug that prevents the email from being sent. This is why we are running the application locally; We need to go to the local undelivered email folder on your computer to retrieve the code.
The email log file for the current date can be found here: C:\LOGFILES\SMTPNET\undelivered
13. Enter the verification code found in the email log file and click Next.
14. The external user will need the PIN and Personal Secret Key (PSK) to log in. See step 29 to view the PIN, the PSK was entered at step 11. For now, we will select Continue to finish adding the user details.
15. Select a country and click Next.
16. Enter a postal code and click Select.
17. Select an address range from the dropdown, the selection will load the Selected Address section.
18. Enter the address details and click Save.
19. Select Edit in the LEIS Authentication (LEISA) Role section
20. Select a role and click Save.
21. Select Edit in the Locomotive Emissions Information System (LEIS) Role section.
22. Select a Role and click Save.
23. The user is now created, and the required details have been added. Navigate to the LEIS Business website https://eigdev.tc.gc.ca/leis-siel/ with an internal Program Officer user role. From the Organizations page,
24. In the LEIS Account page, open the Contacts tab and click on Manage Contacts.
25. Select the desired contact role and click Select.
26. Make a selection from the available contacts and click Save.
27. In the LEIS Account page, add the Initial Report from the Reports tab.
28. The Initial Report year defaults to the current year and can’t be changed. Enter a Report Required Date and click Save.
29. Instructions for viewing the PIN needed for external users to log into the application. As a Security Officer, navigate to the LEIS Authentication website: https://eigdev.tc.gc.ca/leisa-asiel/
Select a user from the User list and find the PIN Number section.
