Verify that there is only 1 row in the history with a C in the rcd_cd for that mod_id_num on tables
Mod_aprv_rvsn and Mod_aprv_cert.
Historical Rows should be a H, the Pending Approval Rows should be a P, and the most recent issued should be the C for Current.
